Licensing Round information
The Ministry of Petroleum & Petroleum Resources Development formally announced the launch of the country's much-delayed First Licensing Round at the Offshore Technology Conference (OTC) in Houston on 1 May 2007.
Although eight offshore exploration blocks in the Mannar Basin - numbered from Block 1 in the north to Block 8 in the south - have been designated, only Blocks 2, 3 and 4 have been offered for competitive bidding under a Model Petroleum Resource Agreement (MPRA).
Blocks 1 and 8 have been awarded to Indian and Chinese state oil companies respectively on a preferential / nomination basis and the three remaining blocks are expected to be offered in a subsequent licensing round.
Bid Documents will be available at 'Promotional Roadshows' provisionally scheduled for London (20 August 2007), Houston (27 August 2007) and Kuala Lumpur (3 September 2007) and Data Packages will be made available to pre-qualified applicants.
Data Rooms will be opened in London (20-24 August 2007) and Houston (27-31 August 2007) - the licensing round scheduled to close at the end of January 2008, with awards to be made in April 2008.

Introducing the Indian Sub-Continent Regional Manager for IHS: Ian Blakeley
Ian Blakeley is regional manager of the Far East IV (Indian Sub-Continent) team for IHS. Based in the company’s Tetbury, U.K. office, he manages a team of professionals who acquire, compile and report E&P information regarding the Indian Sub-Continent. This data is then reported in daily, weekly, monthly and annual reports, as well as in maps and a global database.
Blakeley joined IEDS (now part of IHS) in 1996 as a wells and contracts analyst for North Africa. With more than 15 years’ experience in the oil and gas industry, he previously worked offshore as a data engineer and well site geologist for Exlog (now part of Baker Hughes Inteq). A graduate of the University of Keele in the U.K., Blakeley received his bachelor’s degree in geology with honours.
