Following the financial crash of 1998 the Asian Tiger economies continue to rebound, generating excellent opportunities to monnetise assets in energy deficient areas. Demand for clean energy sources like natural gas and LNG remains high, with top level government support across the region, as evidenced by the planned TransASEAN Gas Pipeline.

South East Asia offers an unrivalled range of exploration and production opportunities, from undrilled frontier acreage to small incremental production projects. Markets are largely open to foreign direct investment and governments generally recognize the advantages to be gained by working with the experienced and well capitalized foreign multinationals. Current production across the region averages 2.38 MINI 263,000 bc/d and 18 Bcfg/d. Reserves (2P) are estimated at 47 Bbo, 5.7 Bbc and 432 Tcfg.

Licensing rounds are regularly held in Indonesia, Vietnam and Thailand, with the Philippines following suit. In Malaysia all open acreage is available for direct negotiation, although state company Petronas does promote certain areas from time to time.

Likewise in Myanmar MOGE is seeking to attract interested companies to its open areas. Countries such as Cambodia and Laos provide ground floor opportunities for companies that are less risk averse.

Despite the lower activity rates in the region, China remains a brighter prospect driven by massive internal demand. In 1993 China became a net importer of crude oil, driven by rapid economic growth this figure had grown to 1.39 NI by 2002 and is forecast to reach 4 MINI by 2010, For a nation that has traditionally valued self reliance this loss of self sufficiency is alarming. Throughout China, from the Takilmakan desert to the South China seas a sense of urgency is palpable, driving E&P activity.

5.1.2 A Review of the Petroleum Systems and Hydrocarbon Potential of the Southwest China Sea, 1999
This major report reviews the prospectivity of five contiguous sedimentary basins in the south western portion of the South China Sea and concludes that they are underexplored and offer great potential to explorationists. The basins studied are the Vung May Basin, the Nam Con Son Basin, the East Natuna Basin, the West Luconia Basin and the North Luconia Basin. The hydrocarbon geology of each basin is studied in depth and is also placed within a regional geological context and with reference to the exploration history in the area.

Using models developed for buried hills reservoirs of onshore China as exploration analogs, the study leads to prediction of the most promising areas for future Pre Tertiary discoveries of basement and Pre Miocene hydrocarbon reservoirs throughout this broad region.
