Representatives of the Angolan government appearing at the Offshore Technology Conference on 5 May 2008 indicated the new deadline date for the 2007-2008 licensing round may not be set until after the 5-6 September 2008 National Assembly election. According to Syanga Abilio, senior vice president of Sonangol, the number of new companies that have expressed an interest in participating is the primary reason for the delay. Abilio made an appearance along with the Minister of Petroleum, Desiderio da Graca Verissimo e Costa, at a technical session titled Active Arena: Angola 202. As announced earlier this year, this extension does not alter the rights given to the prequalified companies for the bid round as published by Sonangol on 13 December 2007. Nor does it alter the validity of the Terms of Reference for the bid round. The blocks on offer include Block Centro (Cabinda Onshore); blocks KON 11 and KON 12 (Kwanza Onshore); Block 9 (shallow water); blocks 19, 20 and 21 (deepwater); and blocks 46, 47 and 48 (ultra deepwater).
