IHS QUE$TOR Liquid Natural Gas (LNG) Module Simplifies Re-gasification Cost Analysis

New module streamlines estimation process of LNG plant construction

HOUSTON (September 25, 2006) – IHS Inc. (NYSE: IHS), a global provider of integrated oil and gas information, software and consulting services, announced today the addition of an LNG re-gasification cost data module to its QUE$TOR software suite for analyzing upstream oil and gas project costs.

Many factors affect the competitive positioning of new LNG facilities, including the costs associated with removal of natural gas liquids, local gas specifications, vaporization methods, tank requirements, existing municipal construction and the disposal of dredging materials.  Meanwhile, engineers and cost estimators need quick access to complete and detailed global cost data in order to compare the impact of different plant design options and understand cost-competitiveness relative to other regional LNG plants under study.

QUE$TOR LNG Re-gasification builds on the proven methodology of the IHS QUE$TOR family, which includes onshore and offshore modules used by more than 200 oil and gas companies to estimate costs for new upstream projects. QUE$TOR combines easy-to-use modeling software with an up-to-date cost database to allow rapid creation of CAPEX and OPEX estimates, and easy testing of different design concepts. The new Re-gasification module is a desktop, Windows™-based application, available for immediate delivery.

“Many countries are seeing the need to import a significant portion of their gas supply in the form of LNG,” said Candida Scott, IHS director of cost and economics products.  “The large number of proposed LNG re-gasification plants reflects this trend.  Which ones will be cost-competitive depends in part on how well costs are understood in the study and design phase.  QUE$TOR LNG delivers agility to LNG strategic planning by providing easy access to benchmarked global cost databases, which reflect the most up-to-date changes in technology and costs.”

NOTE TO MEDIA: QUE$TOR LNG will be unveiled at the Society of Petroleum Engineers’ (SPE) Annual Technical Conference and Exhibition, September 24-27, 2006, at San Antonio’s Henry B. Gonzalez Convention Center in the IHS booth.
