IHS Energy to Host Angola Licensing Round in December 2005

Seven Blocks Offered in Shallow Water, Deep Water and Relinquished Areas

HOUSTON (October 19, 2005) –Angola has announced plans for an E&P licensing round that will commence on December 13, 2005. The round will include seven blocks — 1, 5 and 6, which are located in shallow water on the shelf of the lower Congo and Kwanza basins; blocks 15, 17 and 18 (excluding development areas) in deep water of the lower Congo basin, and block 26, a deep water block in the Benguela sub-basin.

Sonangol has enlisted IHS Energy to host its road show presentations, which are planned for Monday, November 14 in Houston at the Westin Galleria Hotel, 5060 W. Alabama St., and in London, Monday, November 28 at the Royal Lancaster Hotel, Lancaster Terrace. The road shows are open to national and international E&P companies, but pre-registration is required. Companies that wish to participate in the bid rounds are encouraged to pre-qualify by submitting documentation to Sonangol within 45 days of October 18, 2005. Details on submission requirements and other information are posted on www.sonangol.co.ao.
