IHS Energy to Host Angola Licensing Round in Late 2005 Seven Blocks Offered in Shallow Water, Deep Water and Relinquished Areas

HOUSTON (Sept. 29, 2005) -- Angola has announced plans for an E&P licensing round scheduled for later this year. The round will include seven blocks — 1, 5 and 6, which are located on the shelf of the lower Congo and Kwanza basins; blocks 15, 17 and 18 (excluding development areas) in deep water of the lower Congo basin, and block 26, a deep water block in the Benguela sub-basin. Sonangol, the national oil company of Angola, has engaged IHS Energy to assist with this effort.

A data package is being prepared in advance of license round promotion dates, which have not yet been set. Dates for road shows and bid submissions will be published shortly, along with terms and conditions. Companies interested in participating in the round or attending presentations in Houston and London, which are anticipated in late 2005, should contact Melissa Manning, at IHS Energy, 713-369-0297, or melissa.manning@ihs.com.
